Thanks @Fruitcake, I sent the letter to the DVLA on 31/12.
I also received an automated response from the DPO at Nexus re: the SAR on 29/12. Their deadline to respond is 23/01.
I've not yet heard back from DCB legal.1 -
I just wanted to ask, DCB legal still haven't acknowledged the email I sent on 21/12 asking for the 30 days. Do the solicitor's normally reply?

Hi just an update.
I emailed Group Nexus when I emailed DCB, about the other PCN and that I have never been the keeper or driver of that vehicle. I received a reply from Highview earlier telling me that there is nothing they can do now and that I should contact their collection agents (DCB). I've attached a screenshot.
I emailed DCB about this PCN on 21/12 like I mentioned earlier and they've not responded yet.

Complain to the BPA that this wasn't an appeal and you were trying to tell the PPC that this is a case where you were never the keeper or driver and they have the wrong car/person.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yes I'm definitely going to do that, composing an email as we speak.
Trying to prove that vehicle is not mine is like trying to prove a negative2 -
I've also emailed subjectaccess.requests@dvla.gov.uk, asking between what dates I was the registered keeper of the other vehicle. Since I've never been the RK of it, hopefully(?) they will respond with something along the lines of "you have never been the RK but we cannot give you details due to GDPR"1
