The predecessor to the NPCC was the Association of Chief Police Officers (ACPO). They revised their guidelines in 2011 and as far as I can see the only change made then was to increase the tolerance where a course would be offered from (Limit+10%+6mph) to (Limit+10%+9mph). I cannot establish what guidelines existed before 2011, whether they made an allowance of 10%+2mph and if they did, when that was formally introduced. The NPCC adopted the ACPO guidelines in full when that organisation was formed to succeed the ACPO in 2015.
I've done a quick analysis on the Northamptonshire 2020 data and no speeding offences (as far as I can see) saw action below the 10%=2mph tolerance.0 -

They would. However, not because they have seen evidence of it but precisely the opposite - they haven't. I've heard many reports of people seeing action for speeds below the NPCC's guidance threshold - especially in 30mph limits. I've never actually seen anybody post their NIP, though.0 -

My Speedo read’s 75 mph and sat nav 72 mph.
At most speeds your car will show about 3 mph more than you are doing.
So you should be fine.0 -
