The National Police Chiefs' Council's guidance on speed enforcement suggests that enforcement should begin at (Limit + 10% + 2mph) - so 79mph in a 70mph limit. All forces in England and Wales subscribe to those guidelines. A Notice of Intended Prosecution (a "NIP") must be served on either the driver or the Registered Keeper within 14 days of the alleged offence. Since the driver is almost always unknown that Notice goes to the RK, so you have 14 days to wait.0

They would. However, not because they have seen evidence of it but precisely the opposite - they haven't. I've heard many reports of people seeing action for speeds below the NPCC's guidance threshold - especially in 30mph limits. I've never actually seen anybody post their NIP, though.1 -
There have been many posters on Pepipoo claiming to have caught below the 10%+2 threshold, but to date not one of those ever resulted in a positive confirmation. I've also seen claims that North Wales was going to start prosecutions at anything over the speed limit (i.e. 31 in a 30), but again nothing has ever shown up to confirm this on Pepipoo.0

The only time I was caught speeding I was doing 43mph in a 40 and was within 100 metres of the end of speed limit. I was slightly miffed, this was by a policeman with a speed camera, he pointed out that he had to take it seriously as I was outside a school, I didn't mention to him that it was 6am on a Saturday morning in the school holidays. That was in 1994 so guidelines might have been different then.0
