Looking on Google maps on the stretch you parked on and going further back along William Jessop Way there are literally loads of signs indicating in large letters that it's private land.3 -

To the OP, do an IAS appeal as long as you are within 21 days of the appeal rejection from VCS.
DO NOT TRY THE NON-STANDARD £15 version.
Attach your evidence and maps and blue badge, insist you were properly parked on public highway yellow lines as allowed, and make VCS prove the contrary.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I was looking at the link and the entire estate is littered with VCS signs, so I suspect this may well be private land, as the area isn't just a junction overlap of DYL.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

At face value that entire road from its entrance (commencing at the roundabout linking it with Waterloo Road and Bath Street) appears to be private. There's a strip of block pavers right across the road at the entrance, and VCS signage starts immediately from that point onwards.However, if the road is actually public highway, then VCS are potentially in lumber. A written confirmation from the council is imperative and urgent.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
