Ask if any enforcement has started yet and why there are no signs up, and who can cancel these for genuine patrons of the centre, if a PCN arrives as you fear they might.
Mention the relative who has a long connection with the centre and say how disappointed you are that they have got an ex clamper firm in, whose cameras will indiscriminately issue PCNs to genuine users, so you expect major complaints to arise and need to know who at the centre will step in for people.PRIVATE 'PCN'? OK fair enough I'll do that.
Problem is its not a very organised place and most the people there - English isn't their first language so it could be a bit difficult. I'll try though1 -
@venomx - I don't see any mention of where this parking site is located, can you please tell us as there could be other people with the same issue and you might be able to share information?1

Update:
I spoke to said family member and he told me not to worry. There is a pub round the corner, and if you wish to park there you need to pop round to the temple and enter your number. I don't know the ins and outs but that's basically all it is0 -

Found out exactly what the deal is.
When the car park at the temple is full ( as it's not a large car park ), people are allowed to park at the pub a few doors down and then they must enter their details into the tablet in the temple
