Bank transfer for non delivery of items (scam). Am I covered by APP?

    Yes, managed to find his mum's address. It is my understating he stays either there or at his girlfriends house.

    I think that you can definitely consider this to be a confirmed scam because - you paid them three months ago and have received nothing in return, in spite of many requests for them to send the items for which they have been paid.

    You sound really kind and thoughtful but it's really time to stop feeling sorry for people who may or may not be suffering actual hardship. What about your hardship and your £2,150??? People suffering hardship shouldn't go around robbing other people. Are you prepared to donate over £2k to them?

    Hopefully Citizens Advice will be able to come up with some help but I wouldn't feel any qualms about exposing these fraudsters in any way that's available - you could even try writing to the Guardian, Anna Tims is their troubleshooter. She helped my daughter when she was caught up in a PayPal scam. We never thought our cry for help would be heard but it was.

    You could also try tweeting the person/manager/organisation. 

    If they are still trying to sell items, they won't want any bad publicity, will they?

    Which's inevitably summarised article omits the fact that clause DS2(2)(b) of the APP code explains that participating banks aren't liable for losses arising from this sort of dispute - if they were then bank transfers would effectively be eligible for the same sort of chargeback as is available from card purchases:

    This Code does not apply to: 

    (a) [...] 

    (b) private civil disputes, such as where a Customer has paid a legitimate supplier for goods, services, or digital content but has not received them, they are defective in some way, or the Customer is otherwise dissatisfied with the supplier
