Assuming the original poster's father was elderly, the last thing you need to worry about is forgetting to make the one chargeable call every three months if the only reason for the SIM is in case of emergency. Yes making a call isn't hard to do, but, sometimes that's the last thing on your to-do list.
I've had EE and O2 drop service to SIMs because I forgot to make a call using our house alarm (harder than it actually sounds without breaking in) they are just the same with outstanding credit but they deactivate after 3/6 months. (Interesting story about EE spam I won't go into here !)
OP - sorry for your loss and I think that sending the remaining credit to charity is lovely.
We have an old moto as an emergency phone for my nine year old and I check it once a month.
If you visit elderly relatives it is a good idea to check their phones if they don't use them regularly.

With the reg 2 year deal do you need to use on a regular basis to keep the sim active?I have an elderly relative who needs a mobile when out on her scooter, but won’t use it during the winter months so may not use for 6 months.0

Ofcom have decreed that inactive numbers must be recycled.
Best advice is to send an outbound SMS every couple of months. Just ask your elderly relative to do this to maintain continuous service.
Read the RWG Mobile T&Cs
"You must make an outbound call or text in any 90-day period for your SIM to remain active. If you don't do this, the SIM will enter a restricted state which means you will only be able to receive inbound calls and texts. If this happens you can contact our customer service team to reactivate the SIM. If you do not make at least one chargeable call or send one chargeable SMS/MMS every six months (in either case that results in a charge against your Account or a deduction from the credit or bundle allowance recorded against your Account), then we may terminate this Agreement by giving you 30 days’ notice in writing that your Account will be closed and your SIM Card deactivated. If we send you such a notice, we will close your Account and deactivate your SIM Card at the end of the 30-day period. This will mean that you can no longer use the Services and you will not be able to make or receive calls (though you will still be able to dial 999) or send or receive text messages. If we close your Account under this paragraph 7 h), you will not be entitled to a refund of any unused credit or Allowances."0 -
I would strongly advise someone checks the phone works (charges it up and makes a quick test call) at least every three months. Perhaps as part of a visit? And if the sim did enter a restricted state just give rwg a quick call to explain why and they can remove the restriction.
