    it’s a final reminder saying I owe £170 and the client is still civil enforcement. It’s DCBL LTD. I was going to write to them to say that civil enforcement had already written to me to say they were going to discontinue proceedings. Just wanted to check this was the right thing to do

    Yes. Not by phone, but:

    Tell them the PCN has already been the subject of court proceedings which you defended, thus the PCN is disputed.

    Under CSA rules, in a case with a valid dispute, all enforcement must stop.  CEL discontinued their court claim and they and DCBLtd must cease and desist.

    Never ever send anything to a parking company, their solicitors or debt collectors using any service that requires a signature.
    All that does is give the intended recipient the opportunity to not sign and hence refuse delivery.
    All you have then is proof of non-delivery. Not quite what you want.
    If you want to use Royal Mail, then send it by standard first class post obtaining a free Certificate of Posting from the Post Office counter. The item is deemed delivered two working days later.
    Keep that Certificate of Posting as proof.
