My PCN was 06/18. Keller Lenkner accepted mine.
That was when the Data Protection Act 2018, incorporating the GDPR, took effect.

Crown exemption/ Crown immunity was something which used to apply to the Armed forces in certain exceptions, but hasn't been for years based on a lot of the high profile cases that have been in the media over the years. The act covers armed forces and not really applicable to the DVLA or their sheer utter prolonged incompetence and naivety.Voyeurmse said:

No Crown Immunity for data cases. ICO is preparing to sink the DVLA, will be a nasty battle. If the ICO wins it will mean resignations at the top level. I fancy I know who the DVLA silk will be, she normally does newspaper libel cases.6

On the Keller Lenkner website... check the dates, PCN’s not just from 2018 apparently...
