We have complained to sun master, they will not refund us for drinks we bought.their all inclusive page says free delicious food and drinks all day and night, no mention from them about drink restrictions or the government changing the drinking laws in Mallorca.

Grab a screenshot of that page before they change it.
I've just had a quick look at a random hotel in Magaluf (one of the resorts subject to this restriction) on the SunMaster website and it states:Note: All stated facilities, amenities and services are at full hotel discretion and may be subject to change and additional measures.

It means the hotel can decide and they can change those decisions .

Just looked at some all inclusive hotels in Magaluf on Sun Masters site and they have the following notice
"Travel Between: Jul 12 2021 - Dec 31 2070 From the 17th January 2020, there was a Decree Law passed in the Balearics that All Inclusive is subject to restrictions of 3 alcoholic drinks per person ,which is normally beer or wine during lunch and dinner only. Alcoholic drinks will be continued to be served throughout the day, however there will be a charge for this service."
Not sure why they only added this on the 12th July....1 -
We arrived on 11 July, so do we have a claim or not for a refund on drinks bought ??0

I think it might be SunMaster's get-out-of-jail card - unfortunately.
Which hotel did you stay in?
Given jon81uk's post about what it says on some of the hotels on SunMaster website about drinks limitation, you could possibly argue that your hotel should have the same disclaimer and if it doesn't have that, your case of mis-sold holiday may have more weight.
