You would need to go to the phone company and ask them to unblock the sim as it is the sim that has been blocked.
I had to block a phone and sim due to theft and Virgin sent out a new sim FOC with the same number and credit on it.0 -

Sorry I understood that it was the sim that was blocked but now I read it again I realise the sim got lost with the phone.
