Ofgem is not involved in the switching process: it just sets the rules that energy suppliers have to comply with. ALL opening readings go through an industry validation process. People don’t bother to send in an opening reading; some people misread their meters (eg provide kWhs for gas and not the index reading), and some people lie in an attempt to save a few £s. This graphic explains the switching process. Note there is no need to provide the old supplier with a closing reading: this just adds confusion to the process. Finally, a £10 overspend with your old supplier does not mean a £10 overcharge. The true cost is the difference in the unit prices times the difference in metered units. The new supplier will not charge for any units consumed until the meter index passes the opening reading.
