Follow up email sent to my relative's MP with information about the above, the Jopson "stopping is not parking" case, that IPC and IAS are not independent and the latter only allowed 4% of appeals, the car was stopped outside the VCS contracted area, (and that we have the proof), the car was not stopped in a no-stopping zone, no signs at all stating no-stopping or mention of a £100 charge for stopping, (we have the proof), breach of IPC CoP and PoFA 2012, DVLA releasing data for a non-parking case without checking, etcetera.
Let's see if she is going to get my relative's vote at any forthcoming election.

Unfortunately in this case @Castle is absolutely correct. VCS (Vehicle Control Services Limited) is 100% owned by Excel Parking Services Limited - in turn owned 100% by Simon R Renshaw-Smith - along with his other collection of companies (APNR International included)1

There's loads of companies that have subsidiary companies.
VCS was set up in 1990 and Excel in 1993 both by Renshaw-Smith and at that time he owned them both.
On 05/04/1998 (last day of the tax year) he sold the shares to Excel - probably not for a lot of money at that time and because it was the last day of the tax year, odds are it was a tax move of some sort.
But there is no doubt, Excel owns 100% of VCS.
