The VCS logo is on the door, so it is obviously a scam-van VCS van used entirely for road safety purposes, and not for issuing spurious invoices to motorists who are outside their contracted patrol area.
I've just sent the initial appeal by modifying the NEWBIES template. I want to ensure I point out in every communication at every stage that I know the invoice was issued for an event that occurred outside their contracted area. If/when it gets to a judge they won't then be able to claim it was a mistake since they knew or should have know right from the outset.
Folks, don't try this at home unless you know what you are doing. Always use the template from the NEWBIES in blue text, and send it unaltered from the keeper.
"I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I have made a complaint about your predatory conduct to your client landowner and landholder.There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include close up photographs of the actual signs you contend were at the location on the material date as well as your images of the vehicle, and proof that you are contracted to operate on the specific location within the airport where you allege this event occurred.
According to your own photographs, the car was on the access road to the airport Drop-off car park. You should be aware that this is outside the area you are contracted by Bristol Airport Limited to monitor, and that there are no signs on this access road that prohibit stopping.
Since you were not authorised to obtain and process my personal data because you are not contracted to operate on the Drop-off access road, I have also complained to the DVLA and the Information Commission Office.
I therefore require you to cancel this PCN with immediate effect."

Given that Bristol Airport told you that VCS were taken on by recommendation from other airports, surely the DVLA should investigate VCS/EXCEL as your situation could well be repeated elesewhere ??
PLUS, Airlines should be informed what is happening. Airports need airlines and airline need passengers
With all the problems airports and passengers are having with covid, the last thing people want is to walk into a honey trap

Last time I went to Luton was my first hols to Ibiza and we flew on a Britannia, A four engine turbo prop, the pilot looked like Boris ... the flight was 4hrs 30 mins .....things have changed3 -

Well now, here's a thing. Appeal sent to VCS. Reply received from Excel.
That's going in the ICO complaint as well.
Follow up email sent to my relative's MP with information about the above, the Jopson "stopping is not parking" case, that IPC and IAS are not independent and the latter only allowed 4% of appeals, the car was stopped outside the VCS contracted area, (and that we have the proof), the car was not stopped in a no-stopping zone, no signs at all stating no-stopping or mention of a £100 charge for stopping, (we have the proof), breach of IPC CoP and PoFA 2012, DVLA releasing data for a non-parking case without checking, etcetera.
Let's see if she is going to get my relative's vote at any forthcoming election.
