Just goes to show how careful I have to be when it comes to legal jargon.
Illegal refers to criminal activities. Lawful refers to civil matters, or in this case, contract law.
Then there is the comedy sketch by the Krankies where a the word illegal was used.
Jimmy Kranky's response was that, "It was no illeagle, it was a parrot." Da bum - tish!I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks5 -
I'm not suggesting that it becomes part of your letter, but it might be interesting to note that of the five Directors of Ipserv Ltd...
three are officers of the Council, being...
The Chief Executive and Chief Operating Officer,
The Head of Culture and the Environment, and
The Human Resources Operations Manager.
The other two directors of Ipserv Ltd are both Labour Councillors.2 -
Do I need to sign the letter I send to Trace?0

Squiggle will do. Obviously your name under it and their reference at the top.
And your address and the date top right (I am sure you don't need telling how to set out a letter though).

Here is the University's response to my request for a copy of the contract. All they've done is copy and paste parts and they don't even mention Ipserv's name on it. All they've said about proof that the contract was put out to tender is this
"I can confirm the procurement rules of the university were followed at the time, noting the Universities of the perceived value of the contract at the time."

It's the last message on the page.

In other words they have failed to confirm or deny that the contract was put out to tender.
I note there are several other failures to answer your FOI as well.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks4 -
I'll reply once more and if they still don't provide an adequate answer I will report them. I feel it's probably better to give them one more chance because the ICO takes up to 3 months now to respond.

This is what I was thinking of putting
Your response is woefully inadequate to my request and has multiple failings. You have failed to demonstrate that you put the contract out to tender as required.
You have failed to show grace periods allowed, failed to include the requirement to display a permit, how to obtain a permit, loading and unloading allowances, failed to demonstrate who the supplier is, failed to demonstrate who the customer is, failed to demonstrate that the contract complies with Sections 43 and/or Sections 44 of the Companies Act 2006.
The ICO has ruled previously that public bodies shouldn't use commercial sensitivity as an excuse to not release information.
If you do not supply the required information within 14 days then I shall be reporting this matter to the ICO, including it in my Local Government Ombudsman complaint and including it in the report I am sending to the national press about Ipserv, their agent, and Ipswich Borough Council.

Does this thread give you any useful info?

I found it very interesting as that poster found some new info whereby it seems the DVLA is meant to have stopped giving data out to private firms acting for local authorities under contract law.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
