If its constant he might be growing. Mention the very strong smell to him, he might invest in a filter to remove the smell.

I feel for you as my previous neighbours were like this.I have no issue if people want to smoke it but it’s just the inconsiderate nature at times.Have you spoken to them? They genuinely might not be aware how much the smell is travelling. A friendly chat might help. Try and chat face to face rather than notes which sometimes can come across with the wrong tone.I used to find burning incense sticks in my garden helped with the outdoors smell coming over the fence. But incense is quite potent in itself so not for everyone.Is the smell coming in your house? A draft excluder on the door can help as can an air purifier.But really the only way to tackle the problem is to try and speak to them if you can.If they’re not approachable could you approach a landlord if they’re renting or perhaps another neighbour who is more friendly with the smokers?0

This what really winds me up with smokers, they have no respect to none smokers - I don't smoke, never have and never will, it's disgusting and filthy habit - this goes to people who smoke weed, it's rank.
I would be really mad if my clothes reek of smoke/weed! It would get me really mad. If smokers want to smoke then go ahead, but show respect to us none smokers!

Politely mention the "flavoured tobacco" they must be using and i'm sure they will be more tactful about their timings of when they partake.
Worked with a friend of mine and his neighbour. (Friend popped there head over the fence and directly asked "What brand of tobacco is that? Smells really different").
As said before if the smell is strong enough to go on clothes, then they must be smoking a boatload of the stuff. Or growing it.
You can report it to Crimestoppers or 101.
if you don't report it you can't complain that they do nothing.0 -
It sounds like these people are growing as regular smoking won't leave your clothes with an odour. There are 2 types of growers.
1) One's who grow for 'percy'. Normally they mean no harm and a quiet word can normally rectify the situation. Police won't do anything if it's a couple of plants.
2) Those who grow for profit. These people tend not to be approachable and don't give a damn. The police would be very interested in this case.
Work out which option it is and go from there...Nothing is foolproof to a talented fool.1 -
Where we used to live out bs k garden used to smell of dog excrement which came from next door's garden in the heat. They're garden 'poo bin' was near our fence.0

We have a similar problem in our small block - we know who the offenders are and have reported to the police. Police came round 4 days later, said they couldn't smell it (IMPOSSIBLE!), tenant wouldn't let them in so they went away. It's affecting everyone in our block as the smell permeates the whole block. The people in question are not nice and I for one would not be trying to have a 'friendly word' with them, as I'd be scared. I agree with others that it is strange if you can only smell it outside. I would definitely report it to the Police/Crimestoppers, as suspected growing of weed, and then it's up to them to investigate. When you say you only have one neighbour, do you live somewhere very rural, so it couldn't be anyone else reporting it?
Even if so, the police won't tell them who reported it. Are they the sort of people who will confront you about it?0 -
