I’ve just found this dated Dec 2016, naming Harbert Management Corporation as the owners.
One of the results in Google on that name is for an investment company headquartered in Birmingham, Alabama, USA - their logo is a suspension bridge.

Does the retail park come up when you search the local authority planning portal? Just a thought, there might be planning permission stating that it was 1 hour and when and if it changed.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

There are some shop specific applications but I can’t find anything for the retail park itself.

I have found a current listing for an empty unit. I have emailed the agent about it. The documents again say Harbert are the client so I will call their London office on Monday too.

Try to find out if they bought the land from tiger properties and if it was in 2016 or later

Bear in mind they may have no contract with Excel and so the previous contract could have died at the time of acquisition , so they may have tea and sympathy , but no muscle to tell Excel to back off

I can’t be 100% sure but it looks like Tiger Properties had liquidated and it looks like Harbert were landowners in 2017, whether in 2016 or not I can’t be certain at this moment in time. If there was no contract with Harbert, wouldn’t it mean that they were working without landowner authority?

You can never assume that , because liquidators can and do keep security and services and contractors working , when a business is in receivership , it usually still trades , like Debenhams did
