You cannot prove a negative. You should be asking him to prove the system/keyboard for entering a VRM wasn't faulty at the time.
You cannot appeal to PoPLA. The landowner is talking out of his nether regions and obviously doesn't understand the process he has signed up to.
You should therefore tell him as I advised earlier that neither you nor your friends nor family will ever visit the venue again since he obviously doesn't want you back as a repeat customer. Get everyone you know to leave negative feedback on his website and social media/Tripadvisor etcetera.
I would also add to all of your communications that DRP are the sister company of ZZPS, a company that has been harassing a terminally ill cancer sufferer who got a PCN whilst receiving chemotherapy at a hospital. ZZPS said they would only cancel if they received a death certificate.
That is the type of outfit the landowner in your case is dealing with.
I live near Clevedon, but I would never ever visit the location where you got your PCN.

Whereas he can ask his agent to show him the payment and the near-miss VRM from their machine records. They know what reg was input and can assist him to get to the bottom of it, so politely ask him to ask Premier Park what it is all about and what VRM was on the system, and close a near miss it was and why they didn't offer to settle for £15 or £20 if it was a 'keying error' (as per the BPA Code of Practice).PRIVATE 'PCN'? If the landowner is a company, and they have a TrustPilot rating, write bad stuff on it.You never know how far you can go until you go too far.1

Landowner said he'd email them, but said that in five years he's never had a problem apart from once where he fought for months for someone and didn't get anywhere. I don't really know but hopefully the PCN company just give up?1

If the landowner employed the PPC, then he is the principal and can instruct them to cancel. If he is was foolish enough to sign a contract where he has no control over someone he has employed, then he obviously has no idea how to run a business.

@Fruitcake might it be worth @rubyjones13 telling the landowner that, if this goes to court, they will be listed as a witness so they need to provide the name, contact details and dates of non-availability for someone to attend - and it might focus the grey matter between their ears?3
