It'll be interesting to see what comes back from the planning department as they are the experts in the field (or garden) as it were, but from my limited knowledge I don't see it breaking any rules. Please do let us know how it goes though.1 -

I think this looks quite cute and would like to have one myself. But as you say, we on this forum are not sitting in your garden, so we don't know what it was like before nor what it is like now.
Maybe they should have obtained planning permission beforehand, though? I'm not sure. For all we know, they may have asked the planning department and been told that they didn't need permission as it certainly isn't a monstrosity, nor does it look too tall.
It seems to me that you are most bothered by the fact that they didn't have a word with you beforehand, and I agree it wouldn't have killed them to just say that this was going to be built.
Any chance you could now have a word with them about it, instead of seething silently? The only thing it might be in breach of is too close to your fence. They can remedy that by shifting it across. And then you and your neighbour will never get along, it may turn into a dispute, and then you'll have trouble selling.
