If your order confirmed email shows 1 item, then seller changed it before you bought. They may well have used an old listing to sell new stock and you saw the 3x quantity but purchased after seller changed it to 1. The order confirmation email will show what you actually ordered, so unfortunately if that shows only one then it must have changed before you paid anyway.
Here is a recent purchase I made from eBay and the title in the email shows what was ordered.

the seller may well refund you withour requiring you to post it back anyway, thus saving themselves the cost of return postage

It could be the item description was changed but it was not changed after you purchased - the purchase history listing will be 100% correct. What was the item number?

There IS something strange going here. I think I have found the listing (or the same problem on another listing): https://www.ebay.co.uk/p/1805179179
This listing clearly shows "3x" in the title. But if you click "Add to basket" (I don't want to click Buy It Now) and then go and view your basket, then what has gone into the basket is the same product but with a different listing layout, multiple choice of colours/styles/pack sizes, no "3x", and the one that is selected is a single pack. This is at the same price as the original listing. This is clearly not as it should be and I can see how someone could be deceived, especially if using the Buy It Now option.
My best guess is that they have updated their product listing at some point and eBay has cached the old version on a separate URL for some reason.2 -
That URL is showing the same item from multiple sellers. So one seller put up a listing for 3x lipstick and then others got lumped together and it copied the title across. Its eBays system assuming all the items with the same barcode are the exact same item.

You can now see there is no three pack for sale.

As you've seen, despite the "3x", the seller only actually "contracts" for oneSurprise, surprise, The number shown on the original purchase page is:- eBay Product ID (ePID)1805179179
