I'm sure that's cropped up here before. Do a forum search using Crown Wharf Walsall as your keywords.
Have a look at the retail park website to find contact information of the land management company or landowner. Complain to the managers of all stores visited on the day as well as any others you or your family use regularly.

I'm afraid this won't be means tested so deal with it as above. Can't really afford it being on disability benefits, so just trying everything else first. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

D_P_Dance said:Are you saying you you paid nothing?I wasn’t actually there. I own the car, but wasn’t driving. The driver told me most the machines were out of order and the one that was working they paid cash. Issue is, I have no proof they paid apart from maybe cctv of the driver at the machine.0

It doesn't matter. The NTK is non PoFA compliant so this will be beaten at PoPLA if the landowner or scammers themselves don't cancel it first.
The keeper was not the driver so that makes it even easier.
The NTK is telling lies by the way. It says the keeper should provide the name and address of the driver. The PoFA (the law) says no such thing. The scammers may invite the keeper to name the driver, but there is no compulsion in law to do so, and the use of the word, should, is misleading. Imagine my surprise.I married my cousin. A SAR to obtain the data from the PDT machine may produce the details , providing that the driver put the correct information into the machine , but that reply will probably take 30 days , so too late for this matter at the moment , but useful for POPLA later on , if it gets that far
But the best reaction is plan A , a complaint to the retail park management asao
Plan B is the appeal to UKPC , as keeper , citing no liability for the keeper due to POFA non compliance by UKPC , after doing plan A
Plan C is then an easy win at Popla for the keeper due to the failure of UKPC to comply with POFA1 -

Then I appeal the charge within 28 days. If they reply with they won’t drop it then I refer it to popla?0
