    That sign means the restrictions only apply between 6am and 9am, then later at 6pm - 9pm. 

    It's fine to park outside of those times.

    How do we find the contact information for the landowner in order to submit a complaint? I have searched via google and cannot find anything.

    Ask the retailers on site
    Google it
    Check the signs for managing agent details , like say savills for example
    See if it's come up on here or on pepipoo before
    Ask the council who pays the non domestic business rates
    Pay the land registry a small fee

    Try those suggestions

    I am writing to you in regards to the PCN issued to reg Xxxxx on Xxxx


    I have already appealed with Smart Parking and am currently waiting on a response. They have failed to comply with several acts of the Protection Of Freedoms Act 2012. They have also sent all letters to an old address, hence the delay in appeal.


    The driver, after shopping at the retail park, wasn’t aware or any floor markings, or signs on display, perhaps due to the poor siting and lack of prominence. 

    The driver has stated that locked gates are now on site, possibly because parking measures have only recently been introduced or were in the process of change.


    Complaints are currently being prepared to submit to the local MP, to the British Parking Association, and DVLA. Further legal advice will also be taken if needs be but hopefully it doesn’t come to this. 


    The amount of letters being received is borderline threatening and harassment, so hopefully you will cancel this PCN in good faith.

    Can you show any bank account transactions to show the family used to use the retail park regularly but are now boycotting it for fear of £100 PCNs?

    Yes could quite easily do that. Asdas, B&Q & Mcdonalds are all on site. This service yard isn’t a retail shop though as far as I’m aware, I’m not too sure what its used for, will it still be the same landowner?

    Actually ignore this as just noticed its the back of a retail furniture store.
    Would it be okay to add something like “the driver only parked here shortly to make a phonecall, as no other spaces were available at the time”.
     I have attached photos of the place. These signs may be new.

    No, I would not add that.  The retail park is absolutely ENORMOUS so clearly there would have been spaces all over the place, surely.

    But I found that place on Google Street View:

    Although there is a sign saying Whitelisted Vehicles, I just did a virtual drive round in there behind Harveys, and along that roadway bit, and I can't see a single sign that states the t&cs or tells drivers about a parking charge that they've supposedly 'agreed' to, by stopping.  Where are the PPC signs?

    Don’t remember seeing any signs at all back then which makes me think they were introducing some changes at the time. They now have locked gates at the back which they never did back then. 

    It looks as if this service yard is at the back of a SCS shop, would it be worth emailing them to possibly forward the complaint to the landowner? Before taking the Land Registry route.
