Don't forget that the keeper cannot be held liable because the scammers failed to comply with an act of parliament which is the law.
Stop thinking like a driver who might have done something wrong.
Start thinking like the keeper, who could have been at home, or in hospital, or the other side of the world.
Get angry with the scammers who lied to the UK government and convinced them to introduce a law that could make someone liable even if they weren't in the car at the time. The UK is the only country in the world that allows this to happen. It's a crazy law, and it is most unfair.
You were the keeper at the time of the alleged event, but the scammers failed to transfer liability to you because they failed the PoFA.

I'm not sure if this is the correct place for this but any help appreciated.
The council have recently converted a free parking bay outside my property to loading only. Loading only is painted on the road but the sign had restriction times (6-9pm & 6-9am). See image. Does the sign mean you can park there as normal outside of those times? The council are being frustratingly woolly on the issue. Thanks for any advice.

Join pepipoo fightback forums using a non Hotmail email address and post in the council section over there , after reading their posting rules
My take is that it is clear , loading and unloading between those times , in those 3 hour windows , for a maximum of 1 hour only , so no parking is allowed by that sign
Outside of this times it is not clear if parking is or is not allowed , because that sign is silent about parking. So parking would need to be covered by a different sign altogether which we have not seen
It may be loading and unloading only now , with restrictions on the time allowed between the times shown , limiting the loading to one hour between those times and unlimited time at all other times
But you have hijacked a thread by another member here , strictly forbidden !!1 -
My take is that parking is forbidden between 10 am and 6 pm but it is unclear.You never know how far you can go until you go too far.0

Have appealed with Smart Parking as all letters were delayed going to an old address. I received this response. Will update when I next hear back.

We would like to inform you that your Parking Charge Notice will remain outstanding with Debt Recovery as no appeal or payment was received within the 28 day time frame, please note we are no longer under any obligation to accept an appeal at this stage.
As an appeal has been submitted, we can confirm this is now waiting to be considered, the appeals team have 35 days to review an appeal and a response will be sent via email.

Isn't that a contradiction - they haven't received an appeal within 28 days, but they're considering an appeal and will respond within 35 days?
