Lots of stuff about the Code, lots of toys being thrown out of the pram.
Who are they trying to kid, that the majority of the 'public' who sent in cut & paste replies to the MHCLG consultation wanting a 40% discount (that the example 3 tiers didn't even use!) were not parking firm directors, their employees and their relatives and friends? They must think the MHCLG Ministers were born yesterday.
They also perpetuate the myth that a deterrent is all about an ever higher & disproportionate penalty that will bring 'rogue parkers' into line.
Hmmm...
There are also a few other interesting articles in that Parking Review edition, as an aside:
- APCOA have taken over the contract for a lot of railway car parks (noticed in the South by a friend, who saw that SABA were no longer on a sign and APCOA were).
- Epping Forest is introducing car parking charges despite 75% of people not wanting them. And the City of London is using a private firm who are issuing £100/£60 parking charges (not proper LA process, then). I wonder who the PPC is at Epping Forest and whether their NTKs are mentioning the POFA 2012 despite this not being relevant land.
if it has changed and a PPC is involved, I'll get this forum out onto my town's business FB page and cause EFDC a headache.

The bill got cross party support and went through to become law. I cannot see a judicial review go in their favour.

Maybe not patrolling, but the council could be using the PPC's ANPR cameras (they can't use their own), with the PPC accessing motorist data from their DVLA electronic access - no one would notice that involvement.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

It not only mentioned a PPC but it talked about £100/£60. That extortionate sum of money doesn't match any LA enforcement of penalties.
Thanks @Nuddmann for picking up on this aside. I hoped to find someone local who was prepared to check out Epping Forest car parks and maybe even test the water with a NTK to see if the PPC is misleading people about the POFA, in which case a LA complaint can go in, followed by a LA Ombudsman complaint, citing the precedent of the Kent Parks decision about the same scam.
If they used to operate it properly with a Parking Places Order and have 'decided' to outsource it unlawfully and against the wishes of the majority of consultees, in clear breach of the policy of Government (and especially if the PPC is misleading people about their liability) then the LA have got it coming to them.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Same sort of thing is happening on Cannock Chase although I don't think that there has been a public consulatation.
The increase in visitors during the pandemic has caused problems with fires and litter. Many of these visitors are from outside the area who do not understand how easily a fire can spread especially when the weather has been dry. There has probably had to be an increased ranger presence.

KMPG are introducing flexible working whereby staff go into the office for four days over two weeks. I guess that many other firms will follow suit so this will reduce the amount of cars on the road which will be a good thing for climate change.
IMO the PPC's are dinosaurs and not longer necessary as the landowners can manage their own car parks effectively without damaging the relationship with their customers.
