im in talks with landlords agent so not going to post anything till my case delt with, but willing to pass on details to others by pm if that helps for now , checking out landlords agent and thay run loads of car parks for owners, this could be a major problem for this agent when it gets out in public domain5

Make sure the landlords are shown what NPE (a greedy ex-clamper firm) are like, the bad press in Norwich about that firm has even come to the attention of Councillors:

Bellgold Properties were the ones responsible for letting NPE loose at the notorious Earlham House scam site. If it's them, they already know who they have contracted, have had petitions, yet nothing has changed and Norwich is overrun with NPE infesting small car parks with tiny signs and £100 'fines'.PRIVATE 'PCN'? Most car parks provide disabled bays to meet the requirement in the Equality Act 2010 to provide ‘reasonable adjustments’ to those who fit the lawful definition of disability. That means the person has the lawful right to park there if they have a long-term disability and they have the need for a disabled bay (e.g. because it is wider, nearer the shops). For council-owned car parks and public roads, the blue badge scheme is run to enable holders to show that they have certain parking rights. However, the blue badge scheme does not apply on private land.
Often private car parks have signs demanding drivers display a blue badge when using the disabled parking bays, or risk getting a parking ticket. However, just because someone does not hold (or does not display) a blue badge does not mean they are not disabled; the Equality Act does not require the driver to display any sort of badge or permit. Anyone who fits the lawful definition of disability is entitled to make use of the ‘reasonable adjustments’. What they are in effect doing is adding arbitrary rules to the lawful right of someone to use a ‘reasonable adjustment’, and this could be considered a breach of the Equality Act.

And don't forget that you have a legal right to more time if you need it, at the same price (or more free time) and that right applies both on private land and public highway, as Norwich and Lincoln Councils discovered:

The only difference is, on private land (as you say) it could be considered a breach of the EA if a disabled person is refused extra parking time without penalty, just because they don't have a Local Authority Blue Badge.
