    Trevor, have you based your forum username on your real name? If so, you may want to get your forum username changed to something completely anonymous.

    You covered up the car park location , we can see it's postcode nr3 3be but more info required

    That NTK PCN states there is clear signage displayed , so we need to see that too

    You need to see what photos they have of your vehicle not displaying a disabled badge. Send a SAR to get all the photos they have - how to do this, along with a template to do so, can be found in the NEWBIES FAQ sticky, second post.
    You could also check their website to view photos. 

    NPE tend to rely on CCTV footage rather than ANPR and they're not noted for having many boots on the ground. Let's see what they've got on you.

  • looked at photos but as its night time you see car with headlights on but cant see dash , only after ive parked can you see dash but my cards have slipped to passangers side so cant be seen  unless you walk up to car

    If they've taken the photos with CCTV (or ANPR) there is no way they could spot whether a blue badge was on display. What have they used to photograph the dash after the car was parked?  Are they using two different methods of recording?

    1) if they were displayed on the dashboard and can be seen through the windscreen , then you probably complied with the signage

    2) under the Equality Act 2010 the car park owner plus NPE are required to allow reasonable adjustments so providing your proof plus stating they were displayed on the dashboard should have been sufficient to cancel the PCN , as you thought

    3) make a strong complaint to the landowner ASAP , mention the blue badge we displayed on the dashboard , mention the EA2010 and insist on a cancellation

    4) get pictures of the signage

    If this goes to court I think a judge will agree with you on this matter !! It's de minimis

    So you cannot say there were no signs there , those pictures prove it

    But you can say that the signs are in poor condition and if you can read the faded blue badge section , you complied with it as you always use your blue badges in any disabled bay as you are require to do, it's automatic, so as well as a landowner complaint , try an IPC IAS appeal with proof using the signs and copies of the blue badges , Bearing in mind that the sign has to be easily read in the dark by a disabled person sat in the driving seat
