You're still not answering the important questions we're asking. I don't repeat myself, but have, unusually, done so in your case, but that's it from me. Go back over the thread and answer the questions, and hopefully you might get some targeted help.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

how do i find out who owns the land ??? no one knows the land owner ???
No-one knows? Are you sure about that?

Since sometime last century every property sale/purchase has been registered with HM Land Registry.

Somebody definitely knows , perhaps dozens of people !!

Check who pays the non domestic business rates , with the council
Check out the Land Registry , they will definitely know , it's their main job to know

It may be the council , leasing it out !

Listen, if you are disabled and were displaying your Blue Badge (WHICH IS ALLOWED TO BE ON THE PASSENGER SIDE!) and NPE have taken distant pictures to make it look like you were not displaying it, then if you are in time to appeal to the IAS then do so because with evidence of your Blue Badge and their terrible photos, you should win even though the IAS is a kangaroo court.

The rejection letter from NPE gave you 21 days.  If you are in time, include and upload to the IAS your evidence and stating that the Badge WAS displayed and that NPE have taken misleading, distant photos in the dark to try to make it look like a disabled person was not displaying a Blue Badge.

PPC may be on very dodgy ground if they take BB holders to court for alleged breaches of parking contracts.   They may open themsleves, and their clients, to counter claims for disbhility discrimination, read this
