Stock & Share ISA management fees and maximizing investment

Could an individual pay the ISA platform fees seperately each year or the management fee has to come from maximum allowed ie: £20000

    Some platforms allow their ongoing charges to be paid from money outside the ISA.
    Really depends on the provider you are with as to what options you might have.

    Does Vanguard investment  platform allow charges to be paid seperately in an ISA?

    Yes.  From the Vanguard terms & conditions

    You have the option, when you open your Account or at any later time, to arrange payment of your Account fee
    by direct debit from your nominated bank account. Alternatively, we will deduct the fee from available cash and,
    failing that, by selling Shares from fund holdings, starting with the largest holding by value, within your Account.
    This prioritises collection of charges from your General Account should you have one.
