HI,  I emailed DVLA to ask who had asked for my information and date it was requested, today to my surprise I received a letter from DVLA and got more than I bargained for to my surprise there was a private firm APCOA parking ( uk ) Ltd had asked for my data on the 6th November 2018 saying Date of event was 30th October 2018. I have no idea about this no contact at all from this private parking firm.  I was  asking about a private parking firm from last year. 
I looked on company house and could not find them . there address was in Wigan

The private parking firm I am in dispute with had also asked for my details so i have gone on the newbies but i need to get this right, the Notice to Keeper was received on the 19th August 2020  the a ledge breach was on the 17th July are they in the right time?. I am just waiting for Gladstone's to send Letter of Claim. The private parking firm have no planning permission, unable to read the parking notice left on the window of the car, it was all smudged out. on the notice board  it stated ( you the driver are agreeing to the following contractual terms. )  They do not know the driver.
No mention of PoPLA on notice board, even the address of the car park is wrong. I  missed the appeal date, so I asked about the exceptional circumstances they have put in the Notice to Keeper as I had Covid 19 and had proof of this. They did not reply. I will need help when this kicks off. I can go into more detail then. Please have patience with me.I feel my head is all over the place.

CRAPCOA are fairly benign and easy to beat, but they have six years to issue a court claim. To be on the safe side I suggest you send them an SAR as per the NEWBIES to flush out the original NTK and any other information they hold on you.

What is the name of the other PPC please?
Where a NTD has been issued, the NTK must arrive between day 28 and 56 if they wish to hold the keeper liable. The date of the alleged event is day zero. You should be able to work out yourself if the NTK arrived in time, but you need to compare the wording with that of the PoFA itself to see if is capable of holding the keeper liable.

IPC scammers, so PoPLA was never an option.

Where did the alleged event occur? What happened when you complained to the landowner.

Hi  Fruitcake, this parking fine is last year 17th July 2020 in Blackpool, ( that's not where I live ) they said the car was parked on the white line which I agree. the reason was there was only one parking space and in front of the space was a workman's road cone and a pile of building rubbish. one person in the car  had two replacement hips and could not get out if the car was not parked this way as the space was not very wide . The cars each side of us could get into their car. we paid for two hours and returned early to find the man taking photos of a different car, that's when the parking notice was noticed. I went to this man who was aggressive towards me and drove off in his 4x4. You could not see any sign as it was between great big advertising boards which would take your attention away .Also so the cars each side where the same cars when the car was parked so no loss of money. I thought these attendant's should have ID on them or on the car. I have the notice to Driver which you can not read, which I have taken a picture of it. I have read the newbies thread over and over. I will need help and patience with me, I am not a young person and find this distressing, I don't need telling off by other members which makes you feel stupid.

Hi I should of said I cannot find the landowner , I emailed the planning Department Blackpool council they told me they cannot find any advertisement consent,  I then emailed Planning Enforcement who replied telling me there is no car park at the car parks address. They said they cannot divulge details of the land owner. I even tried the council to ask who pays the rates for this car park. They said the same they would not tell me.

Where precisely is this car park?

The council can only withhold the non-domestic rate payer's identity if they are an individual.
It is a matter of public record.
