OK so they've sent me the PDF file. I think this is the most relevant bit. Any advice on how to respond?

Thanks I have done so and will be composing something tonight. I didn't know if anything jumped out at anyone with regards to their response. I also had this bit and wasn't sure if this is correct?

What jumps off the page is that they want to hold the Hirer firm liable, yet they can't because the PCN that was reissued in April was not a compliant NTH.  Having got this far, I expect you to know why, presumably that was in your POPLA appeal all along (I haven't checked).  So all you do is steer POPLA's Assessor in the right direction about the rules as to what has to accompany a NTH, and state that there were no enclosures (I assume).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:

Thanks I really appreciate it. I think I understand but I'm not the most experienced with this sort of stuff and some of the jargon and amount of information can be a bit overwhelming. thanks for the guidance. I'll see if I can fashion something.

You have 2000 characters to respond, so don't squander them.

    Re your appeal,

Point 1, scammers failed to supply the hirer with documents mandated in the PoFA Sch 4 para 13.2 as required by para 14.2. Scammers cannot hold hirer liable.

Point 2, scammers have failed to identify the driver

Point 3, scammers failed to prove where the car was parked, or that it was parked at all, only that it passed a random ANPR camera.

Point 4, scammers failed to provide copy of landowner authority
