Parking charge photo has been photoshopped to show my husband's reg.

    Appeal using the blue text template

    Add an extra line stating that CPP have failed POFA
    Add another line stating that it looks like a different vehicle with a cloned plate using black tape
    Add yet another line that the keeper was not the Driver and the real vehicle was hundreds of miles away at the time which can be proven so they have failed data protection

    This is all done by the keeper , as the keeper , so careful wording should be used , you can assist the keeper doing this

    So it's infer they failed POFA , infer that the wrong vehicle is pictured , infer it's a cloned plate , infer the real licensed vehicle was hundreds of miles away at the time

    UPDATE: I contacted the police and their advice was to write to the parking charge company to say it's not our vehicle and state the reasons why and that we won't be paying it and add that we've never been to that location and are not intending to go there.
    He also said to inform the DVLA so they can put a note on that registration in case in comes up in a similar PNC search.
    Hope this helps anyone else who comes across a similar problem. The policeman said it is pretty common unfortunately. They don't take any action as a police force on this type of crime.

    I think you mean "PCN" as "PNC" is the Police National Computer, and I don't remember the DVLA being able to get data from that upon receiving a KADOE request from a PPC (I could be wrong though).

    Did you get a "crime report" number from the police ?

    The police check several databases including the DVLA and motor insurance providers.

    I suspect the OP is correct. The police will have told the keeper to tell the DVLA in case any other police officer does a PNC check on the cloned/amended plate.
    Fair point (throws pedant hat in the bin) - I'm used to reading about the DVLA database being accessed by PPCs via KADOE requests, didn't know that the PNC could also be tied into that.
