    What was the date on that annual statement?  It looks like you were then on E7 (Smart E7 / Energy) but have since changed to Economy 10 (SPOW-MT-E10).  (Note that the day rates have become slightly cheaper with E10.)
    But at £959.13 you were paying well over the odds with your E10 prepaid tariff.  In my area that consumption (assuming 60% used at night) would cost £785.18 per year with Utilita's 'Smart Energy' Economy 7 credit tariff.  That night rate is far cheaper: Day rate 48.407p for the first 91.25 kWh per quarter, and 24.110p per kWh thereafter, night rate 5.262p per kWh
    If you were once on a genuine E7 tariff (seven hours overnight) and the evenings weren't chilly then it would make sense to switch to that E7 credit tariff.  If you're not sure, you could get an idea by switching the storage heaters off between 1pm and 4pm so that they're charging up only between 8.30pm – 12.30am and 4.30am – 7.30am.  If they're still warm enough at 8.30pm then that suggests they'd be OK on whatever the E7 hours are in your area.
    In the meantime consider calling in your own electrician (attending some time between 1pm and 4pm) to check whether the lower immersion heater is
    • faulty (get the landlord to fix it); or
    • has a blown fuse (get your electrician to fix it); or
    • is not being supplied by the smart meter (get Utilita to fix it).

    Statement was from April 2019. I think I remember someone from Utilita telling me they didn't have an E7 tariff so they put me on E10 instead. It is incredibly difficult to find any other suppliers while on this tariff so my hands are tied when it comes to looking for better deals.
