    Presumably the NSHs don't charge up in the day and you have a 5-terminal smart meter (with the overnight switched output) rather than the basic 4-terminal version?
    If so, check the fuse in the outlet that connects to the immersion heater, otherwise chase Utilita to fit the correct meter.
    Is there a second immersion heater halfway up the tank?  If so, a temporary workaround would be to switch it on when the E7 cheap rate kicks in and off again in the morning so that at least you get half a tank of hot water.
    Avoid using electric showers.  You'll be paying the E7 peak rate, and nothing is more expensive than that.

    Still sounds like the tank is disconnected or that the lower immersion heater has failed. Does the tank have two immersion heaters, one lower gown and one higher up, if so at least one of them should heat some water

    It shouldn't be rocket science to fix it. Heating your hot water using off peak leccy should be around 2/3rd to 1/2 the cost of using an electric shower or boiling up kettle's at peak rates.

    Really think after 2 years you need to get an electrician in? Taking the mick? One just did an inspection on behalf of landlord.

    Not taking the Mick?  LOL!  Did you actually read my post? The electrician doing the inspection is paid to do just that. Not fix a problem you have had for two years.

    No bath for two years? Electric showers? Electric showers.

    Really Really, expensive when you could have used the cheaper alternative?

    The situation is somewhat thorny. The problem arose only after I arranged to have a change Electricity company to Utilita energy and requested a smart meter. Following some research online about what was involved I expected everything to go smoothly so didn't get authorisation from my landlord (although, according to online advice this is only a courtesy and not essential as the bill payer has the right to use any supplier they wish). So I feel this is my responsibility and If possible would like to solve it without the landlords involvement. My landlord is a little bit highly strung and would just suggest sending the electrician again and he is evidently not up to the job if the problem does lie with his side of things.

    Any half decent electrician would be able to at least identify the problem in a few minutes. Sounds like your landlord doesn’t give a monkeys.  Why is there even electric showers in the place?

    You're in luck, it's a 5-terminal meter.  Either the immersion heater(s) have failed, the fuse in the wall outlet has blown, or the device between the green tiles is a timer for the Boost circuit and needs to be tweaked to allow emergency use until the lower immersion heater is working.
    Call in your own electrician if necessary and then get the landlord to rectify any faults (or foot the bill yourself if you prefer).

    Thanks for all the advice guys, it really is much appreciated as I've been stressed out re this.
    Matelodave, I was not aware just how expensive an electric shower is to run.

    So, am I correct in understanding that whatever the actual issue the solution is to get a good electrician re-assess the above probable causes outlined by Gerry1(Immersion heaters, outlet fuses and wall timer) and the issue is NOT anything to do with my Electricity provider?
    I am losing track of the tradesman who have looked into this to date but I think I remember a plumber saying both heating elements were working ok. Think he said to get an electrician but as I say it's all a bit hazy. If I'd known this was going to be so complicated I would have kept a written record!

    What's the device on the tiled wall?  It may have reset when the meter was fitted, especially it it has a backup battery that needed replacing.
    You could also try switching everything off at the consumer unit and replacing the fuses in the wall outlets that supply the immersion heaters.
    It's also not impossible that an E7 circuit wasn't reconnected when the meter was installed.
