    What happens when you press the button on the wall ?
    I can't see how the meter change has done anything - they seem to have connected everything up ok.
    You need to tell the landlord in writing that you have no hot water.  If he fails to do anything about it you tell the council and they will make him do something about it.

    So what happens if you press the BOOST button three times?  Presumably the 2 hours LED should light up and the upper immersion heater will heat up?  If the LED doesn't light up then you need to check that the consumer unit hasn't tripped and then report it to the landlord.

    OP have you ever tried pressing the button?

    If so does anything light up?

    Whilst I’m completely with you here, wouldn’t a tripped breaker be something the so called ‘electricity inspection’ would (should!) pick up on?

    Probably, but the OP would need to check to avoid any hassle from the landlord and electrician if it was something simple that the OP could have fixed.

    Timer on wall has 1/2, 1 & 2 hr Boost settings. I pressed the 1hr last night and am delighted to say I have some hot water for the first time in months. Prior to the the installation of my smart meter I never used the boost switch as the water was always hot, that's why I presumed it was on some sort of timer like my storage heaters.

    Good to know that you have hot water, even if it's only half a tankful !
    You now have a workaround for the time being: press the 2 hour button late in the evening when the meter shows that the cheap rate has started.  (Remember that the start time may change when the clocks go forward at the end of the month.)  Try not to press the button in the day because it'll be at mega-expensive peak E7 rate, as will be the instantaneous electric shower.
    You now need to establish whether the lower heater doesn't work because the element has failed, the fuse has blown or the circuit isn't being switched by the meter, e.g. it hasn't been reconnected after the meter change.
    If you're sufficiently confident you could disconnect the lower heater from the wall outlet and connect it to the Boost outlet which is now known to be good.  Obviously you'd need to be completely certain that you'd switched absolutely everything off at the consumer unit, and it would be wise to use a neon screwdriver as a final check.  If you established that the lower heater is live (neon screwdriver glows if it's touched on the live outlet) but the water doesn't get warm then you can be confident reporting it to the landlord as being faulty .
    But once again, don't even think of attempting this if you are at all uncertain about electrical safety procedures, and it would be better not to be on your own at the time !

    Thanks for the advice Gerry1 but I think interfering with electrics is beyond my expertise. I'll follow your suggestion and use the boost button when cheap rate is active. I've attached some screenshots of my Tariff settings and would appreciate any thoughts on my the prices.

    You have what is known as an Economy-10 tariff. You have three cheap rate sessions each day, namely 4.30am to 7.30am, 1pm to 4pm and 8.30pm to 12.30am. This was a common arrangement many years ago to support storage heaters which could not store enough energy on a 7 hour charge to keep a place warm. Not everyone does this sort of tariff nowadays so it can be hard to switch supplier. Until you have sorted out what's not working with the lower element in the tank, the best time to boost the tank will be after 8.30pm until bedtime.

    There seems to be confusion as to which tariff I am on as the meter says E10 and
    my annual electric statement says E7??
