UKPC / DCBL Letter

Hi everyone,
I received two letter from the DCBL and i was hoping some of you could help me with what to make of it - thank you to anyone who helped in advance, i have read through the NEWBIES forum but i still have some questions
I wanted to point out that i received two of these letters for two different occasions , both parking offenses dated from 4 years ago
'Notice of Debt Recovery
you have an unpaid parking charge and direct collections bailiffs limited have been instructed to collect the outstanding balance on behalf of our client, The parking charge was issues because the vehicle was parked in contravention of the terms and conditions outlined on the signage as agreed by the driver when the vehicle entered and parked on private land
failing to make payment - you now have 14 days from the date of this letter to either pay the outstanding amount or call us to discuss repayment, failure to do so will result in us recommending to out client the commencement of legal action against you'
It says on the other side of the letter this case is not subject to high court or bailiff action
I am expecting a follow up letter saying they recommended to UKPC to take me to pursue legal action.
It is my understanding that the letter is from nothing but a debt recovery company trying to scare me into paying, who i believe have no lawful power to force me to pay, or come banging on my door.
However my questions are
1. Should i continue to ignore letters from the DCBL - they can only recommend to UKPC to take me to court and whether they actually do that is another matter?
2 Is the letter i need to look out for one actually from UKPC with a letter before action / claim?
3. What is the likelihood of UKPC taking me to court over these parking tickets which were 4 years ago?
4. What is the likelihood of me loosing? - there were hardly any signs at the time but have since been put up but still none really about specific to that exact spot i parked on.
5. If i do loose would i only get a CCJ if i do not pay within 30 days of loosing the case?

DCB Limited are currently letter-bombing people who have old, unpaid parking tickets against their names. The advice on each is exactly the same. Please read the dozens of other threads from the beginning of the year where you will find a consistent advice line.If the letter is from DCB Legal, then more advice is needed. Come back if/when.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Your understanding is correct , plus it's a debt collector letter , nothing more , so post 4 of the newbies FAQ sticky thread near the top of the forum , these were not offences either , civil not criminal , so contraventions only , a civil dispute , no Biggie , nobody will be banging on your door without a court order in hand , after you losing at court and only if you failed to pay within a month
1) yes if it's from LTD with 14 days notice , no if it's from Legal , with 30 days notice
2) it could be , or it could be from a legal contractor ukpc appointed , like dcb legal for example
3) it's certainly possible due to covid affecting their income
4) unknown , too many factors in parking cases , too many questions to be answered , plus judge bingo on the day too , only a judge can decide after seeing all the statements and evidence
5) correct4 -
Just do a search on here about DCBL .... you and probably thousands of others are getting these rubbish letters.
These legals really are being sucked in by UKPC who are using them as a public convenience
UKPC has up to recently been using a freebie service called CST law .... seems CST has failed them so on to the next sucker. UKPC has a favourite legal called SCS Law who are not that clever either.
No harm in calling DCBL suckers,, they actually don't understand how scammers operate
And why are UKPC so desperate right now. A picture tells a thousand words but this car park is missing 1000 cars ? FOOLISH LEGALS WHO ARE BEING SUCKED IN

Have you read this?

I understand that they have recently further blotted their copybook. Have you complained to your MP?You never know how far you can go until you go too far.1 -
I question the intelligence of DCBL ?
Given the history of UKPC, being banned twice and the latest one, UKPC ticketing where they are not allowed ....... how much do DCBL KNOW ABOUT the old tickets they are chasing. ?
Very little or NONE I would suggest

Indeed. I wonder why they employ a man who was convicted for supplying cannabis, dismissed from the Metropolitan Police, and refused a credit licence.

Hello, I have also been receiving the same letters, I now have my third letter which says 'Final Notice of Debt Recovery". This was for a parking fine in a flat I lived in several years ago, because I parked in the wrong bay, even though I had a permit. What is interesting is that i have since moved houses and I am now getting these letters sent to my new registered property.
It does say - "this case is not subject to high court of bailiff actions" but also that if i fail to pau they will be advising UKPC to proceed with legal action.
As this is now my third letter, can you advise whether i should just continue to ignore, or whether it is worth submitting an SAR to UKPC?

Is it a debt collector letter? How do you know? It is in the NEWBIE sticky but essentially a debt collector letter gives you 14 days and a proper letter before/of claim gives you 30 days. Read the answers on this thread, look for answers on other DCBL threads. Check out the NEWBIE sticky fourth post.1

What you should do is start your own thread so we can give specific advice to your own case
There is nothing interesting about them tracing your latest address , it's common practice and a correct procedure1
