Update:I have made contact with the local MP today, raised a formal Trading standards complaint, also awaiting a call back from the local newspaper. The simplest of checks on that PDT will clearly show my repeated registration number entries and all coins entered and would clear this up immediately.
It's not just the frustration of the machine, and their refusal to do the easiest and simplest of checks, what is truly frightening, is the level of intimidating and threatening correspondence. Is this 2021?

I emailed Gemma Doran of the BPA, her response:
Dear Neil,
Thank you for your email.
Please be advised as we are not a regulatory body we are unable to become involved with individual ticket disputes and we cannot compel a member to cancel a parking charge notice.
I note you dispute that one of the parking machines was working on the day. Euro Car Parks have advised they had no reports of it being faulty and that there were further machines on site that could have been used. It is outside of our remit to comment on this as we can only investigate breaches of our Code of Practice.
Euro Car Parks have rejected your appeal on 29 January 2021. Therefore, you now have 28 days to appeal to POPLA – the independent appeals service. If you wish to contest the charge further, we suggest you follow the POPLA process.

I've drafted a response, have a look, what can i edit to vent my anger?Dear Gemma.EuroCarParks report no errors were reported on that day, in no way means there was no fault, nor does it address the fact that my registration was entered multiple times and this machine will have £4 additional entered again at the exact same time.Your suggestion is not helpful, especially when a company can send out intimidating and threatening letters when a simple check of a machines details will clear this up immediately.I refer to the British Parking Code of Practice keying errors Section A:17 if a motorist had encountered a keying error (there was a keying error!: the machine would not recognise attempted entries, or display money deposited, which can be completely proved if they simply check)To quote:"In these instances we would expect that such errors are dealt with appropriately at the first appeal stage, especially if it can be proven that the motorist has paid for the parking event or that the motorist attempted to enter their VRM or were a legitimate user of the car park (eg a hospital patient or a patron of a restaurant). It is appreciated that in issuing a PCN in these instances, the operator will have incurred charges including but not limited to the DVLA fee and other processing costs therefore we believe that it is reasonable to seek to recover some of these costs by making a modest charge to the motorist of no more than £20 for a 14-day period from when the keying error was identified before reverting to the charge amount at the point of appeal"Operators choose to register with the British Parking Association (BPA) who will oversee the standards and practices of their members with the aim of bringing the industry under government regulation, to make it fair and honest.POPLA is an avenue, but considering the behaviour of your Eurocar park member, who have so far refused to check and prove my appeal thus consider it normal practice to issue intimidating and threatening court proceedings is not what i would call a considered response from the BPA.I take issue with the BPA ACOP, a code of practice should not withstand parking cowboys or intimidation.. ........4

I was under the impression that the BPA were going to stop the fob offs ?

Bet they did not prove this to Gemma by showing the logs for that machine.
Once again we are seeing the tail wagging the dog and Gemma just proves that the BPA are a dinosaur organisation who are not fit for purpose

A simple log of that machine, check registration entries and money entered at the exact time is all I have asked for, I thought an approved code of practice was to protect the public. I'm baffled by these barriers just to fix this so easily?
I'm not getting fined for non payment, this it is not the case. I'm disappointed with the BPA response!

Over the years, where it became evident that the public had some degree protection through the Code of Practice, the BPA (at the behest of their members) quickly watered it down, always in favour of their members. The BPA is not there to protect the public, they are a trade association charged with protecting the interests of their members.Please note, we are not a legal advice forum. You are right on terminology, but a check on their behalf would negate the need to issue intimidating and threatening correspondence.
