Will post more later, but taking time to reflect.
Judge said I submitted too late, and refused and understanding (have been hugely busy in NHS). She refused appeal.
She also suggested "chaotic CCBC" were reasonable for VCS sending a NOTICE OF RECOVERY LETTER.
