You have an engineer coming, so it should be simple for them to work out what is happening.

It's possible your system is setup for a different plan, but this is most likely. If you have a proper wiring centre, it's very easy to ascertain if it's an electrical problem with a multimeter. However - these are live electrics, so do not open unless you know what you are doing!0 -
Its normally a physical issue where the valve stops turning rather than electrical0

Update - boiler is now working. The fan was faulty.
The engineer came out this morning and took just over an hour to fit a replacement. Thankfully he had a spare part.2 -

My first thoughts were the 3 port valve giving the fact the hot water was working, that was the thoughts early on so an easy valve problem. With the emersion being on threw that out the window.
It was an easy fix for the engineer as during the start up sequence when the fan failed to kick in, this is either a faulty PCB or fan both easy to test. Without knowing early on it was the emersion heating the water then the best guess was diverter vale, but even then not being able to find it didn't help.1
