    Re PCN number:
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.
If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.
Now that we have a bit more info (and on your own thread thank-you), you should complain strongly to PALS and ask the questions posed by @Fruitcake.

Do i put my name and address in the letter or just pcn number then they can get it themselves Thansk

You absolutely must include the keepers name and address.

They will not accept an appeal from an unknown person. Why should they?

Do you think they would even bother trying?  A bit like sending a letter to Santa by putting it up your chimney!
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

For future reference if you have other appointments at UHCW I don’t think blue badge holders get free parking even in the designated disabled areas. That’s something you might want to check if you need to go there again. It’s an ANPR system so you pay on the way out.
I did show my badge to the bloke in the hi viz jacket the was no gate i went thru going in or out i may eve have it on my dash cam
