When you put in BrownTrout's appeal, please tell us how easy (or not) it is to AVOID ANSWERING 'were you the driver?' on CEL's website. I'm reporting this issue to the BPA to try to stop this particular scam in its tracks and was separately assured by the BPA earlier this year, that appellants can click through and not answer 'were you the driver?' and that the BPA had no problem with CEL's website appeals page.
Please report your findings about that particular issue back here because the last person I got to try it said it looked like you can't leave it blank. Can you?
DO NOT ANSWER THE QUESTION ABOUT WHETHER YIOU WERE THE DRIVER.
DO THE APPEAL IN THE NAME OF THE KEEPER ON THE NOTICE TO KEEPER.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

---> where you answer Y/N
When it asks for a phone number (mandatory field) enter a fake one, all other fields are pre filled with the keeper details.

No doubt someone from the NHS or other authority contacted the church and paid a nominal fee to use the car park, but no one thought about the parking company on site who just rubbed their hands at all the non whitelisted ANPR print outs their computers spewed out.There will probably be hundreds caught like this, and CEL will be crying fowl to the Church wardens that unchristianly engaged them in the first place, what a mess!But what a field day for the likes of The Daily Fail!7

But the BPA reminded AOS members in January that they are not allowed to force an appellant to have to answer Yes or No to 'were you the driver?'

I would just be natural in speaking with the church. If you start stumbling over sentences, trying to hide the identity of the driver, it won't be easy to make your point and they might become a bit defensive. The church can't pass on driver information to the PPC based on a phone call.awaw76 said:

Say that for your own peace of mind, having a written confirmation would be very helpful as the PPC could instigate legal proceedings at any time in the next 6 years.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
