Funnily.. in the past two weeks, the MA have been given notice of contract termination. Also, as it stands, the contract with the scammers has not been renewed for January and is up for renewal.
The week of the PCN was their last week they would if been checking. They only come about once a month.1 -
You haven't answered previous question about what your lease says and doesn't say about parking. What specifically does it say about parking, visitor parking, permits, parking scammers, PCNs, paying a third party unregulated scammer who is not a party to your lease/AST, or court?
What it doesn't say is equally important.
Have you received a NTK yet? If so, was it PoFA compliant and capable of holding the keeper liable?I married my cousin. I had to...I don't have a sister.

What the lease sys is absuloutly critical, without knowng this key information it is not easy to offer advice

Why is it 'up for renewal' - i.e. why are the MA even looking to appoint yet another scumbag parking firm?
There are no good ones! You end up with VCS or UKCPM, or UKCPS or Link Parking and nothing will be any fairer. They are all rogue ex-clamper IPC firms who offer no independent appeal service, despite the name the IPC give to the lip-service they pay to such a service. YOU DO NOT NEED THIS.
You realise NOW is the chance (your only chance) for all the residents to get together and make representations to the MA to tell them that none of you want a Private Parking firm, that no service has been offered that assisted any resident and that none of you accept any contract or obligation to display a permit. If the leaseholders are prepared to say that then the PPC harassment could become a thing of the past.

No NTK has been received, only a windscreen PCN - I was an idiot by appealing immediately after talking to neighbours, as there used to be a "one time" no payment grace. The lease agreement with the landlord only states one line re parking, "One allocated parking space, permit to be displayed on vehicle at all times and the landlord is not responsible for any fines/costs incurred for failure to display".
There is a separate contract agreement with the MA. This has not been completed by myself or has been requested to be completed by the MA. There is only one line that is important, this is to display a visible, valid parking permit for the compliance for parking by a different PPC (Allianz). Allianz does not enforce parking for the residents anymore and is not the respective PPC enforcing the PCN. Below is the general lingo stated by the MA.Permits are to be issued to help manage the car park effectively and to ensure the parking bays are used by the intended motorists. Your permit confirms you are parked in the correct allocated bay, as the number on the permit corresponds to your allocated bay(s).
1. All vehicles, whether resident or visitor, must display a valid permit in the front windscreen whilst on site, with all the details on the permit face up and visible so that Allianz Parking UK Ltd can scan it.
2. Motorists must park within the markings of a bay. No parking is allowed on double lines, hatched lines, coloured areas, or pavements.
3. Motorists are allowed a 10-minute parking "grace" time if parking WITHIN a bay without a permit, to allow them time to retrieve a valid permit from their site property.
4. Terms of the parking regulation with Adventurers Quay Management Company Limited state that only correctly taxed and MOT vehicles are allowed on site, UNLESS the vehicle has a SORN notice with the DVLA. Such vehicles will still need to display a valid permit and SORN notice or they will be classed as abandoned and steps taken to remove them in conjunction with the local authority.
5. If someone is parked in YOUR allocated bay, you can report them to Allianz Parking UK Ltd on 07772 075 749, stating the bay number and the vehicles registration number. They will attend and issue a parking charge to the vehicle, if you do not report them, it will be assumed you have allowed the vehicle to use your bay. The vehicle will still need to display a valid permit.
6. Visitor's permits are allowed in bays marked "V" or in your allocated bay. E.g., a permit marked VISITOR 32 either is allowed in a "V” bay or bay 32
7. If your bay is full, you can also temporally park in a "V" marked bay - allowing you to park correctly whilst you either report the in your bay, or, have a guest parked in your bay (with correct visitors permit). If you are in a visitor's bay, your allocated bay will be checked to see if it is vacant. Misuse of visitor's bays by residents will result in a charge being issued.
8. Visitor bays have a MAX stay of 48 hours, CCTV footage on site will be used to confirm overstaying vehicles. If you have longer staying guests, please inform Seel & Co for authorisation
9. Commercial vehicles may on occasions need extra visitor's space, authorisation to be requested from Seel and Co.
10. Commercial vehicles are NOT to be parked on site overnight between the hours of 7pm and 7am, even with a valid
If permits are lost or stolen, report details to Seel & Co and after cancellation, new permits will be issued for an administrative charge £50.00. Permits are property owner specific and should be conveyed on change of ownership.
Breach of any of these terms and conditions will result in the driver agreeing to pay a parking charge of £100.They have given a 7 day period (till 04/01/21) to re-appeal to identify the driver. Should I wait until NTK is given?0 -
