MIL should email that postal PCN to the DVLA person who replied before and tell them they have made a mistake and maybe ArdPark used a third party an/or a paper application.  Either way, clearly they got the DVLA data and MIL wants the DVLA to explain who obtained it, when and why it was handed over, given they appear to be saying no AOS member applied.  So who did?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

OK, so after the date of the alleged parking incidents.  I see @Coupon-mad has given further advice.
