I think MIL is remembering it wrong as we've never seen this happen and it would be impossible to have got her data as keeper without the DVLA. So she can't have had a letter and named the driver.
Maybe the OP appealed against a windscreen PCN all along?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

But her data wasn't given to any PPC, so where's this letter she recalls receiving and replying to when she thinks she named you?
Could it be she found a windscreen PCN that you didn't see because it slipped into the dashboard gap or something, and she then appealed to that and named you? If she (or you) replied to a windscreen PCN then no DVLA data is sought.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

We have all the letters inc the first one she received as RK, there was definitely no windscreen PCN. Was the name and address fully correct for her and matched how her name and address is spelt (rightly or wrongly) on the logbook V5C?
What was the timeline between the parking event and the first letter and was it a NTK? Please show it to us and leave the dates visible.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Name and address on PCN is all spelt correctly. MIL no longer has the vehicle to check V5 but she had the car for 14yrs and is certain her name and address were correct on it.
