£140 is not the parking charge.
They've added £60 to inflate a parking charge of £80, because (at the moment) they get away with it very often because people don't know any better.
Highview also can't hold a registered keeper liable but they rely on people not knowing that, either.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

As you can see from the above, DCBL are making a false claim that the parking ticked is £140 ... that is where they are hiding the fake.Hpralmo said:

You reply to the 30 day letter and reference the fake add-on DCBL have applied.
Ask them "what is their legal authority to add unknown amounts"
THEY HAVE NONE and will probably reply with the usual rubbish. Perfect for a judge to read.
If no reply, that's perfect to tell a judge, if they cannot explain, their claim is unreliable

Were you sent pictures of the signs dated 2015. This will give you a clue about the fakery DCBL adds on
If they provide up to date pictures then they are scamming you
Most judges will not allow interest. At 8%, they would be allowing a further scam given the current interest rate
So, show the DCBL mug hunters that YOU are not a mug

I've just heard back from them about the SAR and they are saying unless I give them my driving licence/passport as well as utility bill and confirmation from dvla that I was the registered keeper at the time that they will not give me my information!Coupon-mad said:wondering why I should not use my driving licence or passport as ID?Jeez, I wonder why not to show your name, DOB, home address and photo to a scam industry...

They also want me to fill out a form which asks if I was the driver at the time.

No they are not , so give them one more chance with 7 days notice , resending 2 other forms of I D , such as redacted utility bills , telling them to post the SAR reply to your address , or you will report them to the ICO
Also message dcb legal and copy them in , reminding dcb legal to inform their client of their legal responsibilities under the GDPR law regarding your SAR. Tell dcbl to place the matter on hold until their client complies
If all that fails , report them both to the ICO on the ICO website , but more so Nexus who are the data controller
At no stage give copies of the driving licence or passport , due to containing other personal data like date of birth
Also read other nexus and PPL threads where you will see this a lot , see what happened in those , like this one where they ask for Keeper details , not driver details ,CSO do not fill in the driver details form

Do not let them have copies of your driving licence or passport - think identity theft - there's plenty of budding car-wash assistants over in Calais who'd love a copy of the latter.Please note, we are not a legal advice forum. I asked for the SAR which has not been replied to as of yet.
However, DCBL have replied saying
"Please note, in accordance with the British Parking Association (BPA) Code of Practice, where the Parking Charge Notice (PCN) becomes overdue and before Court proceedings have commenced, a reasonable sum may be added for the debt recovery fees. The correct recovery fees have been added and will not be removed. As such, the outstanding balance of £140.00 remains payable to prevent further action."
and they also said they are under no obligation to put the matter on hold while I await the SAR!!
For now, I will await the SAR... they said they will issue a claim against me if I don't pay within the next 30 days.0 -

This is all very confusing and they are deliberately intimidating. I'm no expert on this, and it is hard to know who is!
I don't know what to do now that they have requested the payment again, I guess I just ignore them until they send me a court summons or something. Not heard back about the SAR.
I guess I am a mug because I am new to this situation and am not well informed.0 -
there wont be a summons because its not a criminal matter , its a civil matter onlythere will be an MCOL court claim pack from the CCBC in Northampton, so await your SAR reply and the court claim1
