So I visited the site today and took some pictures. There are signs spread around - however the time limit is in small writing and not something I would have picked up so UKPC ltd have covered themselves. I spoke to the retailers that were open - B&Q can't do anything, Halfords have a system where they can register a car if they are having something fitted for example. In case they forget to register a car, they can have the ticket reversed but they have to supply all the evidence like booking reference for car, receipts etc.. Carpetright are unable to do anything. Best they can offer is to discount the price if I purchase from the quotations they prepared for me. So on the whole the retailer front only cuts it when there is some evidence backing the claim. I don't have any.
I have also emailed christopher.cooper@dtzinvestors.com complaining of this and the fact that the signs are inadequate so will see what happens to that.
Otherwise, it looks very much like I will have to pay this - I have no excuse for not paying attention to the signs except for the fact that the writing is hard to read unless you look very closely.

You have just told us that the wording is not prominent enough to get the time limit message over to you.
Why do you think that that is your fault?
See if the complaint to the landowner brings results.
That complaint needs to make the points that you were there because you were looking towards buying carpets. Obviously choosing carpets takes time. OK, maybe a purchase wasn't finalised at that time, but quotations were provided. Now that you have seen that Carpetright won't intervene, there is no chance of you buying a carpet there. Tell them that all your friends, family and work colleagues will be warned that just looking for a carpet comes with a £100 surcharge.
I would also write something similar to Carpetright's head office.
Meanwhile, get on with sending the blue text template appeal easily found in the first post of the NEWBIES thread. Send it unchanged. Send it as the keeper.5 -

UKPC signs are terrible and if they are stupid enough to go to court, make sure you take a pair of binoculars for the judge.

I get that, the signs are atrocious. On entry for example, it is on the other side of the road and driver looking ahead and even driving at 5 mph will 100% miss it. Being a busy road with Mc Donalds on left as you approach, across the sign and people crossing all the time, it would be careless to try and focus on the sign and to knock a pedestrian :'(. Driving straight through and parking near B&Q, you really have to know that you are on private parking that does not belong to any retailers and it is controlled. There is sparse signage, high up and difficult to read. So thank you for reinforcing the facts and reason why I was not aware this was controlled parking area! They are however BPA compliant - so UKPC have covered themselves.
The good news is I have received a reply from DTZ and Cushman & Wakefield. They will look into my complaint and have contacted UKPC for comments. They have also asked for PCN and registration number so they can arrange for it to be cancelled. I have responded with the information and asked them to confirm cancellation when done. Let's hope that is all there is to do. I Will update this as soon as I receive a reply.1 -

Just remember that it is not cancelled until the scammers say it is cancelled.
