UKPC - Parking Charge for overstaying

Hi,
I recently visited a retail park and spent some time in few shops - over 3 hours. I did not realise, but the retail park has restricted parking to 3 hour stays. I have visited this previously and there have been no such restriction, so I think this is a new one. Anyway, I did not realise and I have recently received a parking charge notice from UKPC. Is there anything I can do as this is a genuine mistake?

yes there is1) read the newbies faq sticky thread near the top of this forum, which you should have done before posting2) follow plan A and complain to the managing agent of the retail park, or landowner3) then use the blue text appeal to appeal as keeper to UKPC, as long as its not a hire vehicle or lease vehicle1

Is this another case of the forum providing advice, then the thread goes cold because of no feedback, then the forum is asked to work again for the OP on an entirely new PCN? Sorry people, I am no expert in this, and always welcome your advice. I am going through the FAQs again.
I have found the landowner is DTZ Investors and the retailers are just leaseholders. I don't know know who the 'client' referred to in UKPC's letter is - I assume it will be DTZ Investors. I intend to complain to retailers I visited on the day - Halfords, Carpetright and furniture village. I have no receipts though. Is it also worth writing to DTZ Ltd or their agents?
Just to confirm, my first appeal is the short one that goes like:
"Re PCN number:
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions.......... "
As this is a postal notice, I should do it straight away - there is no point in doing this on day 26..

any delay is to complain to the manager of the retail park, and maybe those investors, keeping the UKPC blue text appeal until say day 25 following the letter NTK PCNso plan A first , followed by the appeal a few weeks later1

Definitely not! I value your expertise and all guidance. On my previous appeal I learnt a lot, but each journey is a bit different. Here, I will need to complain to the company managing the site with the facts and see if that brings a quick resolution. The outcome from the underground case was posted. One thing I don't know is whether this is new or always been there. I have never spent more then 3 hours here. In any case, if there are signs on entry or elsewhere, then I obviously missed them. I shall be paying a visit to the retail park today to see what the retailers can do (I spent a bit of time in two shops) and to check the signs.1

I don't know who the site manager is. The site is owned by DTZ Investors, so I am emailing them. Effectively, doing the first part of plan A. Next part will be to complain to the retailers I visited.wannadancewithsomebody said:
