    Yes, and until the BPA gave them a slap, they were issuing POFA NTKs, until September.

    As BrownTrout said, WHY NOW ..... Covid and lockdown hit all companies back in March.
    There is a lot more here than meets the eye.
    This now places all BPA members into a dead end including of course Parking Eye.
    Unsure what they mean "until things return to normal", it's obvious that even with the vaccine, it will be at least Spring 2021

    Even if POPLA waited until spring, with the countless thousands of tickets issued, POPLA simply could not cope, they struggle to cope now.

    This will destroy parking companies, the debt collectors and the legals which is good.

    This alone could destroy the BPA as there is no point in a PPC paying money when they are blocked from proceeding. No point in getting DVLA details if there is a brick wall ahead

    Is this a new way for the BPA to set up a new WHOPLA or, is this government intervention ?

    All BPA members must be looking forward to scamming motorists now xmas is here but what is the point, when they will hit a dead end ?

    Will the DVLA allow BPA members to change to the IPC ?

    Will the BPA have the guts to comment on here ?

    That might do you a favour if you are lucky, because when POPLA open cases up again they might just give appellants a chance to add to their appeal.  You never know, and if that happens you can then add a more detailed appeal.  It may not happen but if POPLA do offer that to you before they refer back to OPS, grab the opportunity.

    Thanks to everyone for their ongoing help. Whilst my POPLA complaint hangs in teh ether, I am drafting my complaint to BHCC. I noticed that many of teh appeal templaints refer to 'POFA' as in "To use the Ombudsman's word, based upon his careful and considered interpretation of the explanatory notes for Schedule 4 of the POFA, it is ''irrelevant'' whether or not the landowner is exercising its statutory control powers, or not." My problem is I cant cant the definition of POFA in the Newbies file. That only mentions "POFA 2012 = Protection of Freedoms Act 2012 " - is that the same thing please?

    Yep , same thing , POFA is the abbreviation for it , like covid for covid19

    The BPA stopped OPS from issuing POFA NTKs at Stanmer Park a couple of months ago as a result of a complaint. They are now all non-POFA but BHCC still can't operate this public car park this way because Stanmer Park is not Housing land.  They can't operate public car parks as if they are 'private land' and there is a pending Traffic Order in hand, so clearly it's not private land! 

    Rob Dumbrill is the Stanmer Estate Manager and another person who has answered complaints is Benjamin Tedder.  Neither appear to have a clue why this isn't legal and will fob off all complaints, including from MPs and Councillors.
