I suspect that onsite security patrol the parking spaces , so emailing a complaint is your best option , direct to the trust , complaining about what happened plus being ignored by PALS1 -

OK, i have emailed complaints - lets see what they say - and after that I'll appeal to PE.

Hang on...slow down, what are you saying? You said ''I parked'' to ParkingEye or to the Hospital?
If the latter (if you have NOT yet appealed to P/Eye) then of course you do what the NEWBIES thread tells you to do, on day 26, as keeper, and you win. NOT NOW. DAY 26. This is tried & tested advice and needs no chewing over, it's in the sticky thread.
You cannot get an easier one than a windscreen PCN from a firm that doesn't have a Notice to Keeper for this situation. Why not simply read the other one we had this week, as I suggested. No link, anyone can find it and a regular would have to look just as hard as a newbie would, as we don't have links to these cases up our sleeve but we do remember they exist.
The only problem is if you have already appealed (to P/Eye) blabbing about who parked.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Do you mean you emailed Parking Eye? Or are you, by any chance, referring to an email sent to PALS? If PALS, that's not ideal but you must still urge the hospital to cancel the PCN.Bender000 said:Ouch. Might be a tad late for that as I emailed then weeks ago saying "I parked". Edit: This response crossed over with Coupon-mad's. I'm thinking that as the windscreen ticket date was 14/10/20, day 26 has come & gone, so you should actually appeal now, using the blue text template from the Newbies' thread, in addition to pursuing the complaint to the hospital.

We need clarification as to whether the OP has appealed to P/Eye.
If not, then with a windscreen PCN from October 14th, they may now be best doing what you said originally, Redx, and waiting for the hybrid PCN in the post after all (not normally recommended - should have appealed on day 26 as the NEWBIES thread says).
That is not to say that a complaint to PALS and the NHS Trust can't be escalated.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The windscreen ticket date was 14/10/20, and yes, day 26 has come & gone.@coupon-mad. To clarify, No I have have not emailed PE. I have emailed PALS and the NHS Trust.Please see docs attached.

Nope. That 'day 26 thing' was to deflect PE away from accessing your data from the DVLA - a requirement if they are to hold a registered keeper liable. As you've received their NtK, the have now accessed the DVLA database, and too late for the 'day 26 thing' to work.Bender000 said:I have missed day 26, but so what? Perhaps a sign that PE will be putting more boots on the ground in future?
You need to make your initial appeal using the blue text template from the NEWBIES FAQ sticky, first post, within 28 days of the date on their NtK. Thereafter an appeal to POPLA. PE don't lose that many appeals at POPLA, so you're going to have to work hard with PALS to try to avoid POPLA.Alternatively, you need to consider whether paying £35 before it increases to £70 will save you a lot of time, reading, research and potential grief. Keep working on PALS before making any decision on that first.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
