Your post is not clear but are you saying that the parking company refused to respond to a Data Subject Access Request?

If so, you need to report this failing to the Information Commissioner's Office.

You send an e-mail to the DPO of the parking company.  In the NEWBIE section, there is a template for a SAR.  If it is Premier Park use this: -
DPO@premierpark.co.uk
