Is it a private car park or on the street?  Who sent the letter; what does it say?  What/where is "the euros"?

the letter is from bw legal, it is asking to pay 100 plus 60 also states that i have failed to either make payment, or raise a valid appeal that resulted in your appeal being upheld, the balance due remains outstanding and we require payment in full by 30 oct 2020. however if you fail to make payment or contact us to discuss repayment, or provide reasons for non-payment by 30 oct 2020 further collections activity will continue. and that i have pre-approved monthly plan of paying in installments of 15 a month
the next stage is you dont make payment of the balance or contact us the next legal process and next contact from us could be a pre-action protocol letter before claim, which after expiry, our client can instigate legal proceedings against you.

it's a road that is at the side of the eezehaul building in crawley rh10 9pl manor royal estate, the eezehaul building is opposite the euro car parts in between those two buildings is a road that leads to the back of both the euros and eezehaul

It seems like you have missed the original PCN then as BW Legal don't normally get involved straight away.  Who is the PPC named in the BW Legal letter?  Is it a car park or just yellow lines on a road?  I can see on Google Maps street view that there are some very small signs spaced out down the road but no large sign on entry to the road.

Treat it as an LBC if it gave 30 days notice and included financial forms , do not fill them in

If it gave 14 days to pay it's a debt collector letter

See the newbies FAQ sticky thread near the top of the forum , posts 2 & 4 for advice on both

I would email a SAR to the DPO at Premier Park LTD , if it's the Exeter one , for your data

Did you get a PCN at some point before you got the debt collector letter from BW?

Chances are you did not update your V5C to the correct current address , get it out and check it , the DVLA can fine you up to £1000 for not doing so

Ditto with your driving licence too , each carries the same punishment
